They seem to have an excellent track record, despite the obvious worries about what sort of meat-head vigilantes would want to dress up in a funny berets and patrol crime ridden areas.
They apparently have chapters on all continents except Africa and Antarctica: Gauardian Angels: Chapters.

Dear god yes, you can barely walk down the street without being mugged at knifepoint nowadays. Things have changed what with the recession and all.
